The reason they have to say this is because of court decisions. You have to push this every 15 second 'yes' consent bullshit because otherwise "affirmative" consent becomes null. Because then that allows them to push the "she was too scared to say no" bullshit they like to pull.

Sexual assault, rape, etc are trigger words. It's used to provoke an emotional response out of someone so that they don't think rationally. It's the same with using misogyny and racist when pointing out something negative but true about women or another race.

The point is not to operate on logic and reason. The reason people buy into it is because they know men sexually desire women and women always bring up harassment due to "sexual desire." People also always tend to assume the man is guilty and the woman is innocent. This is working because of things that are basically amounting to women not liking the fact that men find them sexually attractive.

So it's like this:

Don't look at women because it's creepy eye rape.
Don't make a sort of comment of a sexual nature even if it's something like "Damn, you're sexy."
Don't touch them at all.
No comments whatsoever.

People don't care for logic. They are doing what they always do which is look out for women by assuming every man is a predator.

As you're not a legal expert, tell the police you will come to the station with your lawyer to give your statement. Police arrest, DA and Judges determine guilt/innocence.

Your point of explicit verbal consent is not a legal definition that I'm aware of, otherwise we would all have to do it. Given we don't, it's obviously not a requirement. I would suggest if you have issues around this topic, you learn to ask your partner things like "is this position good?" "faster or slower?" If you're embarrassed, go to a professional and have her teach you how to say what you want to say when you have sex.
