The vast majority of untested rape kits have no reason to be tested as they are from thrown out cases and such.

The rape kit thing is a red herring.

Many jurisdictions require kits to be accumulated. Most of those kits are untested because there's no need to test them -- either the accused admits to having had sex, or some other evidence disproves the accusation or is stronger evidence than the kit could provide, etc... the kits aren't automatically destroyed when something else causes a case to be dropped or an indictment to move forward.

It's a great item on which to base an emotional appeal though. "ZOMG they care so little about rape they don't even test the kits" is the message, and since when has the reality of a situation gotten in the way of a good emotion-based message?

If feminists want all rape kits tested, they should reach in their NOW piggy bank and pay the $1000 per kit required to do each test....

Oh, right, they want men to pay for it because EQUALITY.
