The majority of recorded war crimes are committed by men. As the article states in the first paragraph, this may be due to gender bias:

They can and they do, but they’re not held accountable. If you read Hitler’s Furies by Wendy Lower, you will see how quickly women’s crucial role in the Holocaust was swept under the rug after WWII ended.

this isn't some pissing for distance contest to see who is worse. The point of the article and discussion is that women committed war crime, just the same as men, but their crimes swept under the rug. Just like the justice system today in America, female privilege is a literal get out jail free card.

Of the 55,000 guards who served in Nazi concentration camps, about 3,700 were women.

How's that an assumption? We know the military is majority men, militaries go to war, and acts of war crimes are committed during those war. Remember that war rape is committed by men during war.

War crimes are unjust acts against an enemy during war (rape, massacre). Those who participate in war are members of the military and therefore those that commit war crimes are also in the military.

It's not that female war criminals don't exist, its just that there are far far more male war criminals than there are female war criminals.

Pauline Nyiramasuhuko was the Minister of Family and Women’s Development for Rwanda, so not a member of the military. She was convicted to life imprisonment for incitement to genocide, a war crime, by the International Criminal Tribunal for Rwanda.

As a monarch, you had to listen to your advisors especially when ruling a complex social structure like a kingdom, empire, or how to deal with enemies. A monarch would not have all the knowledge in the world and therefore required the opinions of advisors.
