Technically they were indeed "programming" the device. Just like you can have a Washing Machine "Engineer", you can have an ENIAC "Programmer". They're just descriptive terms that are used.

What are you upset about? Even if they used incorrect wording, theres still nothing to really care about. Ofcourse they called it programming, its was 1946. Posts like these are probably why vice put this subreddit on their most toxic subreddits list (Not saying I agree with them)
