Are we talking pickup here, or in relationships?

In pickup, you can use complements to set a sexual frame, but usually you want to wait until you've reached the hook point, and you do it in a non patronizing way.

In relationships, you should use validation and compliments to reward good behavior, but don't over do it.

Say it if you mean it, but not for effect. Ie, it has to be a genuine compliment without any hint that you're doing it just to ingratiate yourself to her.
