Where do I start?

What's your social life like now? You said in highschool you partied a lot, but how about now? Do you have a lot of friends? Are they high status? Or do they bring you down or stifle you? Do they themselves have a strong social circle?
Study up on Game. College Game is different and harder than highschool "game" (the latter you basically just have to be hot and popular). The sidebar doesn't have a lot about game, so I recommend girlschase.com, blackdragonblog.com, RSD on youtube, specifically RSDTyler, and Rational Male posts on Game.
Lift. Lift heavy. Lift moar. You say you're attractive (and I'm choosing to believe you), but that's not the most important benefit of lifting. Lifting heavy weights will boost testosterone, reduce cortisol (the stress hormone), give you a confidence boost. And as a bonus, deadlifts, squats, bench presses (when done with proper form) and barbell rows all greatly improve your posture, which will make you more attractive and also make you feel more alpha, dominant and confident.

First, take a deep breath and repeat after me.... "Its a marathon, not a sprint." I know you haven't been laid in a while, and even after embracing the ideology of this sub and game you will have peaks and valleys to endure on your journey. Just accept it and keep moving forward regardless of any dry spells or moments of weakness.

Next....

Lift. I know it sounds very bro-ish, but seriously start hitting the gym. Start a 5x5 workout, its a great way to build muscle. Also, you will have more energy and better posture. Take advantage of having access to weed and start eating a shit load of protein and carbs to bulk up. (some may disagree with the weed part, but to each his own....just don't smoke before or during social functions/outings)

There are a grip of people on this sub and in the seduction sub who are rock bottom betas. You don't appear that way. You've been at a high point, you know how to be sociable, you have experience with women. Don't sell yourself short, just realize that your environment has changed and you need to as well.

Sounds like you have given up on improving yourself. Don't draw comparisons with other lazy jack-offs, because that doesn't make what you're doing acceptable. Go into monk mode for a few months. Put all pleasures on the bottom of your list for this period of time.

Stop jerking off and give up weed. Make a strict schedule to hit the gym and lift. Spend more time reading books/articles more so in your field of study. Don't give a fuck to any events/parties if it gets in your way of self-improvement. And height will be an issue only if you make it to be. Does it sound like a lot of work? Well tough shit, now get the fuck off the couch and hit the ground running.
