Maybe like you said she just isn't used to that kind of place. So maybe she's the kind of girl who prefers less upscale places where things are less formal and more relaxed.
I usually keep my first dates fairly neutral, not too high end not too low end. Dress semi-casual. THEN if you determine she likes upscale things, you can take her to those places (but tbh I would steer clear of women like that, its kind of gold-diggerish).
I've been on dates before where women tell me about their other dates, one said, "this guy had a suit on, I asked him if he came straight from work, he said no, he put it on for the date", she laughed. She saw it as too tryhard.
