When she called for you to pick her up from the train station, you should not have gone. Now she expects you to solve her problems.
By saving her you are communicating to her that she will not have to face consequences for her actions. You need to explain to her, in no uncertain terms, that no one is responsible for her but her.

Not picking her up would be the wrong choice in my opinion. He doesn't want her to be 'defiled' from what I can get of the tone of his post. Her taking the train by herself at night isn't safe and also promotes and makes her more comfortable of being that type of person where taking trains at night and seeing sketchy shit is ok. She might become a slut. She'll be familiarized with the night life and the sex that's involved there.
OP did a good job so far and she responded positively to his demands. My message to OP is that there's a high chance she might hop on the CC one day because society is facilitating that for her so much. He should make boundaries but realize one day she might still have sex. You can only guide her and make her realize what will happen especially with the wall, and what happens to women by alphas.
Don't let her get alpha widowed and make sure she picks a guy that is fairly RP in nature and that won't pump and dump your sister either. That also would require your sister to not be a hoe since a RP man would only want to wife a girl who's not a hoe. Lol this whole thing already seems really complicated cause you want her to be happy but as a woman she'll always go the hypergamous route.
Guide her but don't be overpowering. She'll start lying to you and things might get out of hand otherwise. Good luck.

Okay, let's say she had a reason to be late and you are not defending her, which is a role that I would avoid playing.
She is at the train station late, there is no bus, and she needs a ride home? She can call a taxi.
