I don't know the context or how your interaction is framed, but I always send <<cool>> and move on get busy with something else, when she calls tell her you're busy. Leave it on cold for 2 or 3 days(I don't know how much interest you offered her up to this time.) And then continue as tonights conversation and the next 2 days of interaction never happened.

Thanks for the responses boys. I'll be dropping this one. A little more context: I am an exchange student spending a year in Colombia; my spanish is conversational as is this girls english; when we met she was supper flirty/touchy and we had a conversation of decent length (10-15mins).

Brad Pitt rule: if she cancels plans but doesn't offer up the replacement date and time, she's not into you.

Tell her to pick the date. Don't actually expect her to. If she gives another excuse as to why she can't pick a moment out of her free time, cut contact and move on to the next. If she does set a date, stand her up and move on to the next.

"Ah shit...was that TONIGHT? I'm a busy guy."

You expressed enough interest when you asked her out in the first place. Don't chase.
