I'd work a night-shift at an existing or new job if you can't sleep. Find out what times they're active and consider turning that dead time into potential income to help pay off your rent. This is a short-term solution to a long-term problem.
Protip: these guys aren't going to stop partying like complete douchebags. You know what you need to do (move out), it's just a matter of finding some ADD guy/girl to take your place.

Illegal drugs?
Whoever the landlord is, the person to whom you are contractually obligated to pay the rent to, has an obligation to provide minimal health/safety environment. Roommates openly using illegal drugs is a violation of that contract.
Are you in university now? Many have some kind of advocacy/support groups for students who could give you advice specific to the laws of your location.

Party with them. Let them know you can hang with them, then use the trust you gained with them to find a new roommate within their social circle.
Let the new persom take your place.
Done and you have a connect if you ever want drugs to use or sell in the future.

I already tried that. Doesn't change the fact they blast loud music 24 7 and act like dickheads. I went out with them for 2 weeks trying to befriend them and show Im not a party pooper. Still they have no respect in the house for anyone except themselves.
