I don’t think it really matters which age you start dating someone. I’m 16 and when I was in elementary school kids were dating. Same goes for junior high and now high school. Of course the relationships wouldn’t last that long. About 1 month max. I think college is when relationships start getting serious. I don’t know what age your brother is, but I don’t think it would be a problem if he got a girlfriend. Of course it most likely won’t last forever though.

All that really matters is what age the other person is that he is dating, and that he avoids sex until he gets older, and use protection.

In England it is any age but can have sex at 16
