Could be a couple of reasons. I think it's most likely one of these:

She is afraid that she has been too pushy and forwards, so she pulls back to not appear too needy.
She is testing to see if you will take more initiative. If you do she will see it as evidence you love her. And if you don't, well, then she figures out that you don't love her.

I think it's absolutely horrible to just pull back yourself and make assumptions. When someone does something unexpected in a relationship you should ask them why they're doing it and communicate about it directly. This is true regardless of what the unexpected change in behavior is. Ask her what's up.

She is clearly manipulating you.
She is insecure and has low self-esteem
She is testing your love for her or whatever.

Either way, it doesn’t matter, if you play along you end up at the same place. Just play along, you have nothing to lose.

Maybe she wants you to chase her, so chase her, comfort her, talk to her. She will think she’s seducing you when in reality you are seducing her. Just play along correctly.
