Just go practise kid. I have a friend of +30 years old that's still a virgin. If you don't put yourself out there you won't learn it. Make mistakes, that's how you grow.
You can watch and read online (youtube and here), but it won't help you in the end. It's like watching piano videos of how you have to play a song, read upon music scales, and other theory: after all that reading and viewing you're still not able to play the piano. You have to practise. Dating is a skill, put it in practise.
Each failure you make, you'll learn something new and your confidence grows. Start by chatting with strangers, just chitchat whenever you can (at the bus stop, in the mall, asking people for times etc). Just learn basic social skills and grow from there.

I want to start practicing but do not know where to start.Do you think I need to start hitting people at the club or just approach to random women in the mall and etc.

Sure. Yes. Go for it. Start small if you want though: ask people for the time, ask people for directions. Learn from what doesn't work and build confidence.

Read the basics, and put what the recommend into practice. There's material on the sidebar. There's Models by Mark Manson. Absorb that info and turn it into action
Expand your social circle. Be the guy who's always organizing things. Be the guy everyone wants to invite to stuff. Go outside your comfort zone. Talk to everyone you can, be it old dudes or hot girls or whomever.
Improve how you present yourself. Are you in shape? If not, that's the best thing to start with today.
