First off if you want to hang out with her to have a fun time, then you should be happy to have plans with somebody who wants to hang out on New Year's Eve. it sounds like game time. Standard rules apply. don't be needy. don't be a Simp.  A woman who feels safe around you checks off one of the important boxes. probably the most important box as far as progression is concerned. don't have time to post the whole strategy hopefully some others can give you advice on the communication leading up to the event

Who is keeping it platonic? everything is always platonic until it isn't. you have the opportunity to use this event to socialize. you can find out what other people are doing as a back up plan and a possible second location. it will be much easier to talk to other girls while she is hanging around you. if she flakes and you have a back up plan then you now have two locations. if she really just wants to be friends she will be happy to see you meet somebody. you should be able to express your charm independent of the outcome. you don't need to be cheesy and make stupid jokes. it should be a challenge to earn your approval. that keeps it fun.

Usually if a woman rejects you and you continue your friendship, she has the belief that there's mutual understanding the relationship is only platonic. And unless she has a group of good friends that she would normally hang out with on NYE, then yeah, definitely play it like a friends hangout thing. You never know though, so focus on having a good time and be open.
This was my impression too. It’s just out of all the days we could’ve hung out, NYE??
