Dude. Going to a movie just you and a girl is a date. How long have you known her? It's possible that you're friendzoned if you've been her friend for a long time. In that case, it doesnt matter when you tell her. Just do it and see what happens. If that's not the case, treat this like a date. You already fucked up making it a movie since you can't talk and flirt during a movie. Hopefully you have time to talk before the movie. You need to physically escalate BEFORE the movie starts. Hug her to greet her. Talk a little bit, give her a high five when she says something appropriate. Teach her a handshake during a lull in conversation. Sit in her lap as a joke. Anything to have an excuse to touch her. Then, look at your phone to check he time and say, "oh the movies gonna start soon, let's go get popcorn," or something similar. Then, GRAB HER HAND, and lead her to the concession stand or theater. If you get away with that, you can put your arm around her in the movie theatre. For the record, telling girls you like them isn't Seduction. I highly suggest you read the material in the sidebar to gain a better understanding of the game.
Edit: Also make lots of eye contact during conversation. Tons of eye contact.
