The fact that she suggested an alternate time shows she may have some interest. Usually when people don't care they just say "I'm busy" and don't even try to reschedule. If you can't do this evening, let it lie, and then try again in a few days. I usually ask twice, and if she says no a second time, then move on.

Reschedule. If it was for when she wasn't working and you got "I'm sick/tired/forgot about xyz" I wouldn't bother but she may have no control over her work lunch.
