Don't ask her out. She's giving these hints to try to get you NOT to ask her out. What you do instead is work on developing interest by flirting. Wait till she says something about not wanting a relationship like:
Her: "I'm not ready for a relationship yet"
You, joking tone of voice: "Oh yeah? Even if it was someone really cute?"
Her: "I mean haha maybe"
You, still jokingly: "See you can't be too quick to rule things out! Personally, I'm not looking for a relationship but for the right one? I'd be all in"
This kind of flirting might make her more comfortable. Or, she might get serious and respond "no really I don't want a relationship right now." Either way there's a high chance she really doesn't want a relationship. Make friends with other girls too keep options open

Definitely don’t ask her friend! Just flirt in a friendly, non creepy chill way. You can do it in a way that includes her friend, like “man I feel lucky 2 gorgeous girls like you want to hang with me haha” “you guys looking great today” ext. that might subtly encourage her to try to get your undivided attention on her.
If you ask her friend, they will just talk about it with each other and it puts you in a weaker position. You want your crush to get curious about if you like her and ideally start flirting back!
Also possible she doesn’t feel the same even after this but it doesn’t hurt to flirt & find out
Dude i was not at school the other day and the girl just whanted to be in a relationship so bad she told guys they can her ass out of the blue and one of my best friends is now hitting her up in her dm’s and i let him do it.
