Yup, that is what it is. She wants to go but she is insecure. That is normal for most people around this age...
That being said, the last message from her was "No take me not him." but op did not reply. Now she feels like shit because she thinks she was begging to go to prom with you.
Op if you want to go with this girl, just tell her "We will make the ticket thing work out, lets go together"

She probably wants you to make more a grand gesture than just asking her over text. it's really up to you if you want to take it further and give her a promposal, but I'm sure you already understand the contingencies that come with going down that route
