The gray areas turn black and white once you get field experience, which you lack. Go out and get it.
You can't understand the nuances of game with out first hand experience.
But to attempt to answer your question using simple barney style that you would understand, it means approach her, then tease her so she chases you. "hard to get" in this context means breaking rapport to create attraction.
