Sounds to me you two just have each other at different levels of priority. She probably just wants an equal balance of school, working out, and you in her life. But if you're still unsure communicate and ask her! Communication is key.
I'm sure you two talk all the time. You mean get to know her physically and break the barrier? If you two are official don't worry about that. It'll happen sooner or later.

Quick TL;DR: If she's not incredibly enthusiastic about dating you, the relationship is being framed for inadequacy from the start.
Of course, there could be other reasons as to why she's hesitant (personal insecurities, etc.), but with over 150 million women in the US alone, why not find someone else who's incredibly excited about how awesome you are? Better yet, someone who has little to no insecurities?
