Special Rules for Career and Technical Programs Demonstrate Detestable Selective Enforcement of Title IX Harming Boys and Men

OCR recently released a "Dear Collegue" letter including "significant guidance" for Career and Technical Education (CTE) programs that demonstrates "The Department is committed to advancing equity, including gender equity, in CTE".

CTE programs generally educate more men and boys, while colleges and universities educate more women and girls.

This policy places burdens on CTE programs which have more men and boys to "respond to substantially disproportionate enrollment of individuals of one sex"

OCR has no policy which places a similar burden on colleges and universities, many of which have a substantially disproportionate enrollment of women, and which have departments of biology, psychology, English, and gender studies, all of which normally have a substantially disproportionate enrollment of individuals who are women and girls.

This continues the appearance of a pattern or practice of the arbitrary and capricious application of laws and the selective enforcement of Title IX in a manner which selectively benefits educational opportunities for women and girls, while harming the educational opportunities of men and boys.

This continues the appearance that the Department of Education Office of Civil Rights is engaged in the detestable practice of measuring and weighing sexism and discrimination against women and girls with different weights and measures than sexism and discrimination against boys and men.

Please OCR, end this pattern or practice. Title IX is written to protect everyone. Take care that the laws be faithfully executed.
