I don't know this guy or what he did, but a "Mental Health Warrant" sounds like license to arrest whoever you want.

This sounds an awful lot like what Alexandr Solzhenitsyn wrote about in The Gulag Archipelago. It sounds to me like someone has a lot to answer for.
