I consider this beyond basic hygiene and wearing clothes. Those are bare minimum adult tasks. Take care of himself, to me, means he can make his own doctor appointments, can handle challenges that come up in life, i.e., a broken car with a calm level head. Depends on the reason why. You don't need experience to get experience. What you laid out seems reasonable and common for others in your environment. I'd think many people are dealing with little experience due to the pandemic. Also, never having a girlfriend isn't a huge deal at that age.
