Short answer, no. Long answer, yes, but with caveats. Propaganda can alter behavior in the short term, but not preferences. Long term alteration would take generations, and the propaganda has to be very subtle to avoid a response of rebellion, which increases the time required for it to take effect. Even then, there's strong risk of rebellion when social standards are wildly different from preferences (ie. what the people really want versus what they're told to want).

Quality of sex is important, but let's differentiate a bit. You might have someone who just fails at sex categorically, someone who is inexperienced and needs some help, or someone who might be good but doesn't fit your preferences. I'd disagree with that. You're certainly free to speak in terms of the action itself, but it's not incorrect to say that the right may be oppressed in terms of fear of consequences. Anyone who's had a professor with very strong views and was believed to unfairly use grading against anyone who challenged them would likely feel their right to speak was oppressed.

Maybe my mind is too logical, but we're all objects in this world and it's not reasonable to expect sexual attraction with no other available information to be inherently wrong.
