We seek a pool of people with the necessary skills, then pick the 'best' one on the basis of diversity. It's actually very common practice. Importantly, how this is justified is in terms of 'inclusion'. "Nobody was 'excluded' (or unfairly discriminated against). It just happens that we're trying to include diversity you don't have (ie you're not actually qualified because we were always looking for diversity)."
