No. It is the worst idea in the world. This is why there should be no "compensation" for rape accusations. If you're going to make it so rape accusations turn into guilty until proven innocent (a system I wholeheartedly disagree with), at least don't give people incentive to unjustly accuse someone of rape (say, 1.5mil dollars).
