So they are partaking in "rational discrimination" (because they irrationally conflate things like crime rates among a demographic and propensity to commit a crime). Even if that upper middle class kid is less able than the poor kid in the urban environment, it's more likely the upper middle class kid will he go to the college of his choice and has a better network for job prospects. You have things like when a black and white worker send in an identical resume, the white worker gets called in for an interview significantly more (based on the name).
