No, I think that about 30% of the population are brainwashed as fuck, so... maybe 10% Nazis, 20% idiots? Unfortunately another whole 3rd of the country are apathetic and don't care if they're ruled by Nazis, and the other 3rd can't get their shit together to save their lives. Hell yes it's scary.
