In Australia what I often see is if the child is below a certain age generally pre-primary school, then it goes in with the parent into what ever change room the parent should go in.

Finland is not actually in Scandinavia, but in Fennoscandia. Scandivia is Norway, Sweden and Denmark. Whereas Fennoscandia is Norway, Sweden, and Finland. Or if you want to keep it simple Northern Europe, though that is loosely defined.
