there are many studies that look at DNA testing from various samples. I wouldn't call it a wild ass guess, more so that when looking at different generations, countries, cultures, and samples sizes there is no "universal number". but I think the point is that saying "where there's smoke there's fire" with 17-33% false paternity when it is suspected/in dispute will be assuredly higher than the general population who does not suspect false paternity at 1-5%

They already have it all. Basically they don’t need 100% of everyone’s test, they just need a large enough sample size. They caught the golden state killer using this where because some of his extended family members - cousins etc sent into 23 and me it was enough to narrow down the suspects. Basically if anyone in your extended family has given DNA (which they definitely have) it’s enough of a match to identify you if they wanted to.

So I think it’s more that you pay child support to the state and then the state pays it to the mother. Just to clear up a misconception here. Even if the woman never pursues child support, if for whatever reason she applies for financial aid from the state/Fed government, eg HUD, food stamps, etc. the state will sue the father for back child support and enforce it. Signing an agreement to not pursue with the woman does absolutely nothing since child support is typically done by the state in the interest of the child.
