Absolutely believe it is a cultural thing. For example, Sweden - despite there being stunning-looking women there, I have heard repeatedly that it is a very anti-social culture, people just don't chat up people randomly, so finding people to date would seem like quite a struggle. Most guys are oblivious to the point you need to tattoo your introduction into their forearm and then grab their wrist to show it to them. I might even suspect that a lot of guys don't expect things to 'go well,' so they don't expect the invitation like you said in the first example, it would go right over their heads. I honestly don't get how so many guys have so much success on Tinder, it must be the area I live in. Shit, I've gotten rejected by virtually every single attempt ever and it's almost comical at this point. Other guys collect bedpost notches, I collect turn-downs.
