Yes immigrant workers (esp trainee nurses) have been mentioned as a reason, but this only goes back 10-20 years. Lots of industries have deserved pay rises, and unions have been hopeless in negotiating them, it's a shame that in making it a gender issue the male dominated and neutral (low skill) industries will not benefit.

Not at all how I read it. Many economists such as the author have noticed the challenges faced disproportionatly by men. He has taken the first baby steps in noticing and labeling it as gender problem and not trying to hide it as a racial problem. You really do have to nail down your deinitions and context when approaching controversial topics. You would be correct at a Macro level when doing policy work, and I know of no policy maker that would ignore this eg in corrections. juveinile crime.
