Nope, the sections of the ground pole are aluminum in the valley forge kit. The footing sleeve you see at the bottom where the alum pole seats into should be PVC if I remember correctly. This is from a 20 foot sectional flag pole from a company called valley forge.i know because Ive installed the same kit.the white pvc sticking out was placed inside the pole itself to prevent buckling/folding in high winds.
