Some advice for OP: You're extremely young, use this time to improve yourself and your life. (Lift, keep grades up, play sports, etc.) You'll end up far ahead of everyone else. Approach everyone, be friendly and outgoing. Over time you'll develop more social skills and you'll meet more people (both guys and girls). "Oh hey you're taking (class name) right? What are you doing for your project?" This is just some random example. Not every opener needs to be unique or crazy. Ideally it should feel natural. Don't focus on ONLY meeting girls, expand your social circle . You can join a club, sports team, whatever. Talk to more people in your class. Talk to the person next to you in the lunch line. There's no "best" way, just socialize with everyone and get yourself out there. Make sure to have fun and focus on yourself, not others.

IMO She would've tried to reschedule if she was interested. If she is just that busy (she's not), she'll reach out to you when she's no longer busy. Is the edgy teenger look bad? I think it's a bad look and should be avoided but you must decide what's appropriate for your life. The only look I'd say is objectively bad is any sort of poorly fit clothing. Is it a turnoff? It can be, consider the traits associated with whatever look you choose. First impressions are important, your clothes should match the impression you want to give and the people you want to attract.

Maybe consider a middle ground...? You can choose a style other than edgy teenager or business casual. Dark jeans, boots, and a well fitted t-shirt/sweater is casual but still looks nice and mature. Just make sure you focus getting clothes that fit.

Don't dwell on flakes, it happens. If you see her at school, ask her out in person. Also try to build more rapport (ideally in person), you might be going too fast and she's not quite invested enough. You'll know when you're her top option but until then, just keep improving yourself and keep your head up.
