I used to have this fear, probably not as bad as it sounds with him tho. I suggest pushing him to face his fear. Bring your friends around or go out with him and talk to chicks with him around. When i'm in a group situation with girls around, i'm often very quiet at the start but will open up. This problem isn't uncommon in guys his age, he needs to come to the realization that (most) girls won't bite.

I think its good that you haven't fucked just cos you had the chance to. The sex with my first girlfriend was by far the best sex i've had compared to the few one night stands. Fucking a person you care about is much better. Virginity doesn't mean anything.

Yeah that's true man. Acting confident outwardly will internalize it over time. With being comfortable, don't think about how you look or what people might think of you. For me, I've got a pretty noticeable receding hairline, but the less you think about small things like that the more you live in the moment. You get out of your head. But in honesty i'm still trying to learn this stuff too.

I'm learning that you shouldn't be or act confident so people will react to you. That's called being outcome dependent. Be confident and enjoy yourself because you are comfortable with who you are. Chicks will notice that; trust me.

I'm in the same boat as you man; but my advice is to ask a question. Something you are genuinely interested in. For example, at a table on people, i asked a girl if she played an instrument. It was totally random, but it ended up creating conversation for the whole table.

What about girls in my class? I'm 20 at uni, and there's often cute girls in my classes. I chat to them, but never really go beyond friendly chat. But if i try to escalate sexually, or ask them out, and get turned down; won't it be terribly awkward for the rest of the semester? I'm still a beginner.
