I think a strong component to whether or not someone deserves compassion is if someone is "evil" or "sick". And I believe that depends on who gains from the situation. If someone kills others, but they do it for personal gain it's evil, power struggle, money etc. If they do it from things like psychosis, delusion, mania, depression then obviously it's sickness and deserves compassion.
