I think the reason is you wouldn't see a male teacher doing this is because there are cultural prohibitions against male elementary teachers. Not to mention that it pays dick all. There are some measures the government could take against the issue that wouldn't necessarily undermine women in the courtroom. The main area in which women have a responsibility to help prevent their own rape can be summed up with "don't be stupid." During all the fun of flirting and teasing, it can be easy to lose track of what you're doing, especially if alcohol is involved. This doesn't really apply for break-and-enter rapes, obviously, but if you see warning signs for any reason, it's your responsibility to recognize and react to them.
