If you consider him a close friend yes you can discuss this with him one to one if he apologized then you can let it pass. If he is not a close friend, just dump him. The one thing you should take out of this situation is that you should make a move immediately if you're interested in someone.

If the logistics are ok for you, just re initiate the conversation. Make sure your goal is to set a date, and make sure first that she is available. And try to not ask her direct questions like an investigation, and most importantly don't get attached to the outcome if she ghost you or flakes. (treat her like a game and enjoy playing it)
