Yeah, I'm pretty sure men vary in which parts are more sensitive, like women do. So it would have worse results for one person than another, so there's no reason to take the risk. I personally, find the most sensitive part to be the inner foreskin remnant, and likely would have been the rest of the foreskin. The head doesn't really feel much, and certainly not much in a sexual sense.

At least to an extent that they can give some informed consent. A baby can't speak, let alone understand what you're doing. A 16 year old can, most likely. The brain takes time to develop. Sure they're not done, but they've reached a point where they can both have sexual intercourse, and function as an adult(socially, jobs, etc) to some extent, and can make decisions like not touching hot stoves, and looking both ways crossing the street most of the time.
