In many western states in the US, you are allowed to use "the least amount of force necessary" to neutralize the threat. If you use more than that, he can sue you for assault/battery or his estate can sue you for his death.

Insurance companies are privately owned, but it is still a mandatory fee. It might as well be a monthly tax because (at least in Nevada) if you go one single day without insurance coverage you get hit with a $250 fine and your registration is suspended.
