I think it's more of a statement to employees that their concerns will be heard and acted upon. Whilst unfortunately (or perhaps fortunately, since no doubt they will put something female centric) there is no 'standard' for what constitutes as sexual harassment, it is an 'unwelcome' advance if the 'victim' in question thinks of it as unwelcome. Then it is up to HR or whatever to investigate it.
