A separate shared account, with only the monthly household spendings on it, is probably not too bad. Both can contribute to it based on a set rule (50:50, proportional to income,...) and then just access it for everything you need to survive basically. Colleges in the US are still getting to expensive though... Because it's extremely easy for students to get basically unlimited loans for it. There is no incentive for colleges to lower tuitions if everybody can and is expected to pay whatever price the colleges want. The market fails because of the free loans.

I don't know what medical conditions you are talking about, but it's normal for young boys to not be able to pull the foreskin back. It's just "glued" there until puberty sometimes.
