Definitely not. That would be an absolutely insane number of deaths. One study suggested 100 die a year in the US, which is probably what you're thinking of, although its methodology has been disputed. What we can say for sure is that babies do die from it, and that any number of deaths from a totally unnecessary, inherently harmful procedure performed without the consent of the recipient is unacceptable.

Doctors are already providing much lower quality care- to boys with normal penises. America has a ridiculous rate of "medically necessary" circumcision because doctors simply don't know how to care for a foreskin. They actively cause foreskin problems and then don't know how to treat them besides just cutting it off. And if we're talking about children, the rate is far closer to 50/50 than 80/20.

Children are not property. Child abuse is not an acceptable parenting decision. Any boundary hypothetically crossed by OP is nothing compared to the one crossed by a parent in choosing to forcibly mutilate their child. Phimosis, even severe cases, does not necessarily require circumcision to correct. In fact, only a minority of cases do. There are stretching exercises and steroid creams that can treat it, and failing that, there are less invasive surgical options like preputioplasty. Only ~30% of men worldwide are cut, the majority (~70%) of whom are Muslims. It doesn't really happen at all in Europe outside of religious or rare medical reasons. Thing is, the vast majority of circumcisions are not done to correct medical problems, they are done to perfectly healthy boys for religious or cultural reasons. If you have any inner foreskin (and I have seen one guy that had none at all), you can restore it to full size, although it could take quite a while due to the slower growth rate as compared to outer skin.
