It's all very subjective, because what she did was assaulting a police officer. In some states, a police officer has absolutely no restrictions in responding to assault law officer. In fact, I believe Texas has the Fleeing Felon Act, which legalizes lethal force to be used when a felon tries to escape, and assault law officer is a felony.
