Giving them a car, a house, and a trip to tahiti would really just be a bigger reward. Giving someone money for being unemployed is still a reward, just a smaller one.

to protect people from being so completely undone by it that they end up homeless, suicidal, starving, exploited, or the victim of social desperation But that is rewarding failure. If you protect people from the consequences of their actions, they'll never learn.
