Yeah but I suppose there are different kinds of flaking, the one being flaking with a valid reason and the other being that she just doesn't feel you. I think if you react negatively you run a risk of seeming clingy or overbearing. Imagine she were a guy friend. If my guy friends tell me "hey bro i cant make it today because of work/family/blabla" thats just life. If they tell me "oh Yeah i'd rather Hang out with x" then thats a dick move and will be treated as one. Its not like you spent 3 hour…

I'm 16. I have to walk 20 minutes to the fucking bus stop, where the bus comes once an hour. After that, I have to take the train ~to the next city of acceptable size for nearly everything-shopping, gym etc. It's named Bonn in Germany, you can look it up if your interested in the number of Inhabitants.
