CA in that context could have meant Canada. It does have common law. It treats 6 months cohabitation as marriage, with some caveats. You both need to claim it. Just being roommates doesn't work. You need to show a relationship. The question of support, etc. after such a "marriage" is somewhat murkier.

If she can move to another jurisdiction, why can't he start proceedings in the original jurisdiction? All he has to do is show she has connections to the original location, which shouldn't be hard. Any decision is going to be hard. It gets into issues of freedom, backstabbing, etc. If the jurisdiction problem is hard to solve, then don't.
