It would obviously require amending the Constitution, and that's the amendment that would have to go seeing as it enshrines universal suffrage if it doesn't grant it. When it's said that only net taxpayers should vote, it means that universal suffrage should be done away with. Once upon a time only taxpayers could vote. To that, we should return.
