I'm also black and I'd like to add on to this; If you also can't get over the racial stigma yourself then you shouldn't expect women to. It took me a very long time to realize that I needed to look past my race and stop pinning my rejections on it. I live in Wisconsin and most girls are rather conservative around here as well. It can be a struggle sometimes to meet receptive women but I have met some amazing people(friend and fling alike) because I was consistently putting myself out there.

Stick by the bar and open girls there. Ask them to dance while you're ordering your drinks. Also, I've used different dance styles in clubs...if you don't want to bump and grind then engage a girl with Salsa or Swing( Yes, Swing Dancing). If I find myself in this situation I usually use this line: "I'm not going to piss off your boyfriend by talking/dancing with you, right? I don't mean to impose." I say this to confirm that the guy she's with isn't dating her. I get some confirmation that he won't do anything out of spite. It also shows that I was approaching because I wanted to get to know her, regardless of her relationship status.
