Something I've noticed about complaints of "victim blaming" such as this is that they usually involve a lack of situational awareness that I genuinely cannot comprehend. A prior partner of mine would go jogging while listening to music. Even acknowledging her generally much lower risk of being targeted for violent crime, this is still kinda dumb due to not being able to hear vehicles, animals, etc.

Is this illegal in places like the U.S. or Canada unless women are over 30 or something? It's more a result of the civil/legal risk to doctors that the patient will come back years/decades later, sue, and win, so malpractice insurance basically tells docs don't do it if the patient has risk factors to regret their decision, not take personal responsibility for their choices and actions, and/or be a sympathetic plaintiff.

The absolute minimum boundary of 2% is not treated as the real rate. See: the "infographic" being discussed. See: almost every time the rate of false accusation is mentioned in corporate media narratives. It can not be anywhere in the range. The point is that "only 2-8% of rape accusations are false" in the same sense that "only 3-5% of rape accusations are true". The other 87-95% do not provably fit in either category. It's basically a quick way of laying bare the ridiculousness of taking the absolute minimum boundary rate and treating it like that must be the real rate, when it could be anywhere in the undetermined range.

Note that the 2-8% range that gets thrown around is, as you say, provably false. It's like saying only the cases that result in conviction are true, everyone else was lying.
